as you all know, there is no minimum income requirement for spouse and commun law partener,
even if we don`t make money ,a future plan can be substituted.
but there are 3 year commitment for spouse sponsorship and commun law sponsor ship.
and the one who is canadian or pr has to support one`s spouse financially for 3 years.
But that does not make sense, even as i already mentioned it that there is no minimum income requirement, but why do they stil want
3 years commitment?
what do i have to prove for that?

By saying you are willing to sponsor someone you are legally declaring that you (The Sponsor) can take care of the PA for 3 years. This means that you are legally bound to shelter, feed, clothe, and care for the PA. Yes, there is no financial minimum required, so CIC implemented this commitment to make sure that PA's that come to Canada do not get dumped on the streets / uncared for.

It means that if the person you sponsor goes on welfare within the first three years of becoming a PR - you will have to pay this money back to the government.

Nope, grants and bursaries aren't welfare, neither are student loans. They are talking about government assistance (social assistance).

How about health benefits or hospitalization, does the sponsor have to shoulder everything?

The provincial health plan should cover most of your health related expenses.
