Btw i am also VO London applicant. I am not an expert on the process but my understanding is as follows (this is pre June 2010 rules):
1. Send pre-application assessment to Sydney, Nova Scotia.
2. In 3-4 months they send you 1st AOR (application of receipt) in which they ask you to submit your full document set to London VO within 120 days
4. Once you submit your full document set then they are supposed to reply within 3-4 months. When they reply it's called 2nd AOR. 2nd AOR means your application meets their criteria and then they start the background check.
5. Background checks can take another 4-5 months. Once this step is completed they tell you that your case has been approved now wait for medical request.
6. It takes another 2-3 months to get the medical request. You do your medical and here I have a small confusion. Either you send the medical back to them or I think you take the medical and passport to Canadian consulate for visa stamping.
One more note, the average time mentioned on Canadian Immigration site for London VO of 13 months (now 16 months) is the time it takes from the point when you submit your full documents to VO. This is step 4 in what i have described above.
