What if the sponsor has to invest all the money in the bank urgently and going to be left with just $ 1000-2000 for some time.

Can the sponsor still apply for spousal sponsorship or not?
 
there is no income requirement for sponsoring a spouse for PR. it does not matter how much money the sponsor has in their bank account. there is no requirement to show banking information for either the sponsor or applicant.

this is a non issue.

you dont have to show income just income tax and declare gross earning for the year. Again, you are not providing Bank statements, you are providing employment letter/contract of employment. Also, the above list gives you more information in terms of gross yearly income.

The total income in NOA shows 11,584. Is it sufficient?

yes...for spouse there is no income requirement. I confirmed with my friend that practice immigration law and does this for applicants everyday of her life.
 
FYI once your spouse is not on any social assistance such as Welfare/ontario workx and ODSP.

No the sponsor is not on any social assistance. Actually she has purchased a new house and her current house is not sold yet.. So all the money from bank was invested in purchasing this new house.

then Perfect!like i said she doesnt have to reach an income requirement. she can spouse you.
