Hello I applied for work permit extension which was not granted because of insufficient fees. So my status was made to valid until the expiry of my existing work permit. However I came to know about this thing late as I applied through a consultant and he told me about this some 23 days from the date cic signed the refusal letter and 50 days after the expiry of my existing work permit. I want to know would my experience till the date I worked would be counted towards CEC.

Even though cic has said that only authorized work would be consider but I worked under the impression that I am authorized
So if any of you have been thru this situation or something similar please share your experiences, your actions at that time, the consequences and last but not the Least your advices .
Also if I don't include my experience after the expiry of my existing permit then I don't have 1 yrs experience

You need to provide more information. When did your work permit expire? When did you apply for the extension? When was the extension refused?

WP expired 19/may/2015

Applied for extension 30/April/2015

CIC refused to grant because of insufficient fees on 15/June/2015 stating that my trv ends on 19/may2015 (expiry of WP date) thus no implied status from 19/may/15 to 15/June/2015.

Consultant got this letter after 25/June/2015

He told me about this on 6/July/2015 so I told it to my employer

Employer released me on 8/July/2015 that made 52 weeks of experience

Unfortunately, "insufficient fees" makes the application incomplete. So the rule is -
http://www.cic.gc.ca/english/resources/tools/temp/visa/validity/implied.asp

"If the extension is rejected (incomplete): the client will be considered in status until the TR document expires."

(Note- TR document (not TRV) is the work permit).

So none of your experience after 19 May 2015 is authorized, and you do not have 1 year of experience.

"insufficient fees" is a rather large and inexcusable screw up from the consultant. If you used an authorized consultant, you should report the problem here -
https://www.iccrc-crcic.ca/home.cfm?setLanCookie=En

If you used an unauthorized consultant, well....
