Hey guys, this is not a technical question. But please send your responses.

What if I personally know an immigration officer in the main office of my country (where my PR application will eventually be assessed) and I share a very good / bad relationship with this immigration officer. IF my application file reaches them, they will obviously see my name/other details and know its me, so can they be biased and approve/reject my application stating whatsoever reasons?

I know there are many immigration officers in the same office and the probability of my file reaching to my known person is less but this question is not about probability. Its about can an immigration officer do personal favors or act on personal grudges.

Please let me know. Waiting..

sure it can happen. is an officer going to risk their position because of a personal grudge? that depends on that person's own moral compass.

one thing is certain, if a case is rejected for no other reason than a personal grudge by the immigration officer, i suspect that will open IRCC and that officer up to many legal issues, including a successful appeal of the original decision. it is doubtful any officer who uses personal grudges as a part of the approval process will be allowed to continue with that role. that officer risks demotion, discharge or even criminal action as i'm sure it is against the many laws they are sworn to uphold.

I am sorry if I asked a very silly question. Its just that I am very new to this.

I've read that Immigration Officers are the highest authority and have the right to take a decision entirely on their discretion. Are their every decision evaluated or considered as gospel truth ?...

Well, with years of experience they can definitely know how to give official/logical reasons for rejecting a deserving applicant..

1 officer doesn't have the entire authority to approve/reject an application. there is a process that requires multiple officers to review the file and there are laws they MUST follow. If an officer wants to reject an application, there needs to be a reason pursuant to the immigration laws and regulations for that application. an officer simply can not just reject and application because they don't like a person. there needs to be reasonable evidence provided as to why it's being rejected. again, if a file was rejected because of some personal grudge, then it would be obvious and would be overturned very quickly upon proving it in an appeal. again, 1 person does not have the ultimate authority to reject an application. they have the right to recommend it, but then there decision is ultimately reviewed by at least 1 other officer.

i think you are creating a problem where there isn't one. IRCC has rules set up so this doesn't happen. perhaps you may want to look at the IRCC code of ethics and all the acts and regulations the officers must follow here:

The case log in reported in the GCMS notes which is publicly available to order. They would not want to jeopardise their employment for a personal grudge.

Also, you dont get to choose your VO. CIC can assign your application to any VO in the world.

Not only every file has to be reviewed and approved by two officers from two different visa office, the officers don't get to choose which specific file to review.

Besides, if an officer gets a file for a person they know, it's their code of ethics and conduct to report to their superior to avoid any conflict of interest
