I was curious to know this.

What happens if someone WHO has a higher score under the CRS submits his application late?

So for example a person has a score of 500, but he submits his application in May, at a time when the score announced is around 400. He still gets an ITA?

ofcourse,... who ever has his score more than the cutoff will get ITA.. its like college admissions where if the cut off is 90% everyone above 90% will get it

Dude, seriously???

Going by your assumption, people who get exact score of 400 will receive an ITA.

Obviously it means more than 400
