I heard Canada used to be like that too.
Maybe a long time ago. When I applied in 2006, the average processing time was around 13 months. For some reason, my own application took 2.5 years. I have no idea why because I was never asked for any additional documents. I was starting to think that they lost my application when it finally came through.
