I'm wondering what happens if someone's PR card expires and they are still waiting for grant of citizenship to be completed, is there a PR renewal process in place?

Just apply for the renewal. You only requires a non expired pR card when you are travelling back to canada.

I should point out that the Star article is wrong regarding the residency obligation requirements. It states 3 years out of 5, instead of 2 years out of 5.
 
The PR only for traveling I have same setuation and I didn't renew it and they process my application
