Not sure about the money thing - I think that is only when you apply for the visa initially. You can definitely buy a one way ticket if you hold a student visa for a 2/4 year program because you are considered a (temp.) resident. When I was a student (2003), at the port of entry, the officer pulled me aside and asked some questions. He then printed out my study permit, stapled it into my passport, and sent me on my way.

Age, Height, Eye color, what I'm studying, where I'm studying, where I'm from, why did I choose Ottawa, etc. It was a very friendly, relaxed conversation.

Either because they are putting that info into their database OR because they are double checking the info they already have. Either way, the officer was very nice and I felt comfortable the whole time.
