what exact documents are the Visa Office asking for....

it says 'Request Letter' but clicking on that doesnt provide any info (just a blue circle spins for a second), Is it related to a payment receipt as i paid online and have already uploaded a jpg of the online transaction, previously, but it still says payment receipt.

What exactly am i suppose to upload this time

Request letter is a letter of invitation, if you have one.

If you click on middle photo i have already uploaded invitation letter and payment receipt. is the canada visa office asking me to upload the same letter of invitation again, because on each of the document (left column name) its saying payment receipt

its impossible to get through to Canada from the UK via telephone & can not find a email address anywhere, the consul in london do no provide help to individual visa cases, so im stuck

If you have uploaded the invitation, then leave it blank. You can't call IRCC from outside Canada.
