What does secured permanent employment mean ?

Hi everyone
Does anyone know what is secured permanent employment in the post-secondary immigration ? Is that just contract for 1-2 years ? Or the employer must guarantee the employee's job ?

Job offer letter could probably say "I am very pleased to offer full time permanent employment with XXXX"... but basically company offers you permanent employment....

No matter where you work in Canada..any employer can lay you off....
