what does decision made mean?

my e-cas change to decision made..but I didn't send any medical or pc? is it good or bad news?

is the Decision made for the sponsor or the permanent resident application?

Unfortunately it is a bad news. A PR application without sending PCC and Medical lead to DM mean it is unsuccessful.
