What does CIC consider as valid certifications in the column for highest level of education?

The certifications can not be counted for education. Until its a University or College certification. so if you are talking about PMP, CCNA, AVAYA, Six Sigma, ITIL, then the answer is no.

Hi, I have a 2-year diploma and a 3-year advanced diploma (both are in Canada), but the duration of the 2-year one overlapped that of the 3-year one. Does that qualify for two or more diplomas in Canada?

Have it evaluated by an ECA so find out. You may get it assessed as one year of education depending where you took the diploma.
