What does Background check means

I don't know what is he name and code, but in my GCMS which I got after that telephone conversation there is recorded all conversation between us.

here is my timeline

Feb 4,2013 App Filed
March 15,2013 Received App
Nov 29,2013 Medical Request
Dec 4,2013 Background check started
Dec 16,2013 Medical done
Jan 6,2014 Medical received by CIC

I got my second set if gcms notes on jan 8 2014
Eligibilty / criminality - in process
Security/ medical - not started
Then i ask the mp to inquire and was told
My background is in process.
The GCMS Notes was dated dec 10 2013.
So i believe something must have done after that..
And did u speak to cic agent and apply for gcms notes through the phone
Or, request the notes on the website
