What does "average processing time" mean?

Does the "average processing time" for a citizenship grant indicate the time between application and citizenship ceremony or between application and invitation to the citizenship test? Thanks!

Its from application to "decision made," which is sometime after the test, but before the oath. And they usually don't quote "average processing time" per se, but the time it takes to complete 80 percent of routine cases.....

Thank you so much! This is very helpful! We plan on applying for citizenship in July 2017, but will be oversees from July to December 2018. I was wondering whether the whole process could be completed in one year and, if it should take longer than July 2018, if we could postpone the citizenship test and/or the citizenship ceremony, until we return in January 2018. Do you, by any chance, have any thoughts on this question as well?

My thoughts would be that you do not want to muck around with your citizenship application. Trying to postpone citizenship events, because you are away is asking for increased scrutiny. I would either postpone the trip or be prepard to return to take the test/oath on short notice, which would require someone you trust to monitor your mail and checking ECAS regularly.
