I have a slightly different opinion but would leave it to the senior member to confirm.
UCI stands for unique client identifier which is assigned to you when you applied for Work Permit. Now you are applying for a different category which has nothing to do with your work permit...
My suggestion would be to keep it blank....but again as I said this is my personal view....

That's a pretty useful information. So people who are on work permits initially and then apply for PR in the CEC category can mention that UCI number on their PR apprlications...
