What counts as public service of a province or territory?

Hi there,

My wife is a Canadian citizen who works at the University of Calgary. I am PR. We spent a lot of time outside Canada in recent years because my wife visiting other universities for work. I read that I can count time outside Canada towards the physical presence requirement if I lived outside Canada with your Canadian spouse who was employed in or with the public service of a province. Is working at the University of Calgary considered working for the public service of a province?
