Read the forums bro... many times this has been directed already, no need to make new threats everytime your app moves a little, pretty much everything is covered

My app was received on Oct 19th, havent heard anything so I contacted CIC and told me it was lost, and advised me to re apply. I sent another application and attached a letter explaining why, with proof of delivery attached to the app

As long as you filled taxes, thats all they care... unless CRA is willing to prosecute you for owing taxes (which is almost impossible unles you owe like BIG amount) you are clear... if you read the application guide, instructions and memos on IRCC website, you would find your answers... So...
