What counts as a certificate, in addition to a degree

Hi, my partner is looking to apply for PR through EE, and we are unsure whether their certificates count towards "Two or more certificates, diplomas or degrees". They have a 4 year bachelor's degree, and also a 4 month certificate from a technical college. Would this count? Or can they only apply with their bachelor's degree?

No it would not count. The second program needs to be a year long program. Assume you have ECA for degree.
