Sent a copy of what via email? Ask your friend not to pay them anything else. "Immigration clearance"? How were they able to get the copy to scan and send via email? Currency in SGD- get the equivalent of 150 CAD. Where is it being processed? In Canada? How can that be? Read the guidelines of the particular visa office where the application is being processed. No visa processing in Canada. Visas are processed at consulates and embassies outside Canada. I am no expert in this and I hope somebody who has more knowledge can butt in.
