First apply for GCMS notes, know exact reason of refusal, then reapply

what are the refusal reasons given? and is there any big difference in your profile between current and last application?

• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).
• You have significant family ties in Canada.
• You do not have significant family ties outside Canada.
• Your current employment situation does not show that you are financially established in your country of residence.

i have 4 previous visas to canada been there 4 times they didn't ask for financial proof as iam eligible for can+
You may be eligible for CAN+ but IRCC decides if you will be processed under CAN+. It may not have been processed because you changed countries and may not have shown enough documentation for residence. Reapply with proof of funds. Show employment letter with approved leave.

So apply with POF. Even you IRCC doesn’t ask for it, you should always include it. The issue is being a “financial” resident” so show proof that you are living and paying taxes in country.
