In refusing her entry, CBSA said she was trying to get around the immigration process, which is exactly what she was doing. The husband says they never applied for PR because of money. His comments on his (completely public) Facebook show some clear misunderstandings about that:

The Quebec immigration website said I did not earn enough to sponsor her, and application fees ($1175 + tax) are non refundable. $1300 goes a long way when raising a toddler on a single income!

according to their website, I need to clear more than $55,200 /a to support a spouse and a toddler. Most people I know with a spouse and toddler do not take home that much,

She has not got her permanent residence .... because I do not make $55K/a to allow me to sponsor her!
 
Why is this even news? Talk about a fail. Entirely preventable and entirely his (and his wife's) fault.

I wonder if she was issued an Exclusion Order? It sounds like she may not have been, otherwise she'd be inadmissible when the Outland application is approved if they submit it ASAP.

Maybe she only has to submit an Outland application and wait ~6-9 months to `come home'. :o

I do believe that the ambiguity on CIC's website can certainly be a small part of this story...but the onus is always on the `players' of the game.

That was just asking for it.. really? Not even applying for PR, leaving and re-entering Canada, and probably did this many many times already, since being married for a decade. I am sure CIC had quite a few flags here.
I think they took it easy on her, could have been a lifetime ban...
 
Yep, this is always a possibility and an excellent example of what not to do. Man what a nightmare. It's funny how most of the time when I read a dramatic story in the news regarding immigration, it's something totally preventable or the information is wrong. This totally could have been my husband and me. Ignoring the PR application is the worst thing you can do.
