What are the ways to sponsor the spouse who is outside of Canada?

I am PR holder and I would like to sponsor my spouse to come here.

1) Can I apply for open work permit and PR at the same time ?
2) Can I apply for visitor visa and PR at same time ?

1. Only if your spouse is in Canada and you apply Inland.
2.Yes, but they are 2 different applications.

1. No. You can't apply for work permit for outland applications.
2.Yes. But chances of approval for visitor visa is low.
