BC is really expensive, the rent and the insurance and the sky rocketing property value specially in the Vancouver area, the closer you are to it, the more expensive it is, vehicle insurance is sky high as in for a beater 1990's rusted bucket of car will cost you abut CAD$160 a MONTH to insure BUT goddamn the views, the scenery, the weather, the people, is damn fantastic !!! My favorite place of all was Victoria island, if i'm blessed enough, i'd retire there.
Although, from what you're looking for, i believe Ottawa would be the best bet, Minimum wage is CAD$ 14/hr, more jobs, more economic opportunities, rent/insurance is comparatively cheaper than the other provinces although i don't know how people survive -40C temp during the winter.
Some might argue Alberta is quite good, but i've never been there so i can't comment honestly.
Ontario would be your best bet i say.
One thing i would heavily stress on,
DO NOT depend heavily on existing relatives or friends there for support, regardless of what they say initially. Moral support, yes but nothing more. Plan accordingly. Book air bnb's rather than staying over at their places, research and find your own accommodations online, Craigslist, Kijiji, Zillow, Facebook, etc have a bunch of listings on them. Research jobs beforehand, use the same sites mentioned earlier along with jobbank.gc.ca. If alone, plan on CAD$ 2000/mth initially, if with a family, anywhere between CAD$ 2000 - CAD$ 3000, so have some savings in hand so you can support yourself when arriving here.
