What are reasons behind a "file transfer"?

I just notice some apps have on their timeline Application file transfer. What are the reasons behind these?

The first part of the app is for the sponsorship approval, then the file is transferred for sponsored persons part of the app. So for mine the sponsorship approval took place in Mississauga, once i was approved as the sponsor the file was transferred to Manila where my wife was living and it was processed there.

I see some file transfer too from within Canada?

Some applications (like for applicants from the USA) are handled by the Ottawa office. For example, my wife's outland application was transferred to Ottawa after sponsor approval since Ottawa is the primary visa office for outland applicants from the USA.

From what I have gleaned, transfers to Etobicoke is `unsettling' for some as that can mean the file is being scrutinized (for non-genuine relationship, perhaps).

Yes, I've read that too, but noticed that only inland applications get transferred to Etobicoke from Vegreville.
