what are my chances with crs 406

I have about CLB 9 and master degree from US. Applied under 2173 ( software engineers and designers) . My wife has not taken IELTS will take IELTS since our points are not as what I expected it to be. Any suggestions on how to improve the CRS other than the IELTS test. For example how to meet the expectations for PNP for example.

Thank you 4RyL, how do I get a NOI from OINP should I just wait for them to notice my profile or I can apply for OINP, so far from what I understand is I have wait for ontario province to look at my express entry profile and invite me ? Is my understanding correct !

Yes...ypu wait for them to contact you. I got an nomination interest letter 5 days after entering into the pool...
