Chances are very less that you will make it within CAP but I would suggest that if you have documents ready then send it.
If your application reaches after CAP then CIC will return the application without charging anything. In this case you will have to pay for shipping only.

I believe your chances are 0% since the cap has already been reached. But that's just my opinion. I don't know for sure. You can always try. Worst case scenario your application will be returned unprocessed.
