WES specifically asks for transcripts. They are issued by University and degree certificate xerox is enough.

If you are sending your transcripts without degree certificate then it will be not accepted by WES canada.
Not true. I sent only transcript in sealed envelop fron University. It was accepted by WES. Many of my friends did the same.
No harm including the copy of degree in the package though.

If in case absence of degree certificate, you can send Provisional degree certificate to WES Canada and it will be accepted.
