I need an ECA for CIC (for Immigration Purpose). Please guide me with the procedure of Western Union Online Money Transfer method for WES Payment as I don't have credit card. Is Western Union Money Transfer Method safe or not?

Check with your local bank. They might be able to give you prepaid card loaded with money to do international transaction.
