I feel that It depends more or less on the number of years of education you have received.Actually I feel this sort of evaluation pretty weird. What makes them feel they have the right to degrade an applicant's degree? To be honest, I had never heard of this kind of "an Indian masters degree is only worth a Canadian bachelor" thing until I had to apply for this. I think they should only authenticate the degree without judging its value.
In North America, Bachelor degrees are generally awarded after 4 years of education and in some cases, 3, if the person has been able to get the minimum credits in 3 years. And a typical Master degree is of 2 years duration.
In many cases, I have observed that, if the person has done:
3 Year Bachelors + 2 Year Master, gets an ECA of 1 year diploma + bachelors
4 Year Bachelors + 1 PGD, gets an ECA of 1 year diploma + bachelors
3 Year Bachelors + 1 Year PGD, gets an ECA of Bachelors (4 years)
4 Year Bachelor + 2 Year Master, gets an ECA of Master.
This is for WES, I have no idea about other agencies. However, exceptions are also there.
I have also observed that most Indian MBA's get equated to management diploma instead of masters, which could be due to the 1. The reputation of institute, 2. Curriculum structure of the programme.
