I have a Bachelor's degree evaluated by WES in 2018. Now, i have done a diploma so i need to upgrade my WES Report. In that case, do i just send the new transcripts or do i have to send Bachelor's transcripts again? please advise.

Just the documents relating to the new diploma. The previous one is already done, they will evaluate and add the diploma to the new report along with your old evaluation and write second evaluation on the report.
