WES provides you with a form that you can give to your university requesting the transcripts. The form will also have mailing details. For some universities they accept sealed transcript from the student but if that is the case they will mention that as an alternate way to send transcripts when you log in.

Yes, to add to the answer above by @Mallika Khanijon, what I would do is either take the transcripts you already have in hand and go to both your universities again (it's ok, shit happens sometimes) and ask them to mail it to WES (following due procedure - seal, stamp etc.). Or you could take the sealed, signed envelope containing transcript and post it from university premises.
If this is not possible, you can ask university to follow deliver transcripts again (sealed, signed etc.).
