WES process??? plz guide

Hello guys,
I have some confusion about the WES process. They are requiring the Degrees and Transcripts to be attested through HEC Pakistan. I am from Karachi, Pakistan. I have to attest my B.COM and MBA degrees plus transcripts from HEC in order to apply for WES. HEC takes 50 days to attest the documents.

Do I have to send my degree and transcripts sealed by HEC to apply for WES?
Is it necessary that the transcripts and degrees must be sent directly by the awarding university to WES? I have done my MBA in 2011 from university of Karachi.
I have completed my 16 years of education including my 2 year B.COM and Full time 2 year MBA. Do I entitled to get 25 points for my education as per the Canadian evaluation system?

You need a PhD to qualify for 25 points. So the most you'll get is 23.

However since your B.COM was only 2 years in length you may end up with less than 23 points. You'll have to see how WES evaluates your education.

I have done B.COM in 2years and then MBA in 2years, I have completed with 16 academic years of education..

What about WES. Do they require the degrees and transcripts directly send by the issuing university? Or I can send it in an envelop sealed by HEC?
I have done my MBA in 2011 so now I have NO link with my university.
