You need to send from school ... Its bit annoying but they are very particular about the documentation

ask the school for a copy before they send it and you will be much more calm. I have done this and they are really knowledgeable about the process so you shouldn't worry about.

I think it depends on the country. From India I know like you can get the transcript copies from university in a sealed envelop with university stamp on it , with out breaking the sael directly a candidate can forward that envelop to wes. This I read from WES site. Correct me If I am wrong
