I want to pay fee of WES through credit card of my friend. Can I make payment? When I tried it open a new page asking for the Billing Address (Name, Phone No., Address, City, Country, Email etc.) Information.

What should I fill here. My address or my friends address (whose credit card I am using).

yes you can, there is no issue, u have to fill the data of the person, whose credit card you will be using in billing info

All the credit card info will be of that persons whom credit card you are using

Nope, like mish has stated. That billing address (including the name) needs to be the one associated with credit card, in this case your friend's.
