Seems you are confused.

Peq is a program for students and temporary foreign workers already in Quebec. Students need to have Quebec educational credentials, workers need Quebec experience in certain categories. It's not point based.

If you meant Arrima point system for EOI and selection, then WES evaluation is not required. Please read below thread :
