I am assuming Canada post shall be cheap for USA

While applying for ECA from WES

What kind to mail delivery (Courier fees) I should choose:

Standard delivery (tracking not included). : $ 7

OR

U.S. and international courier services (per address) CAD. $85. ??

Choose standard. They will email you soft copy after its done. Hard copy will be delivered within 15 days.

WES' standard processing time is 20 days (or so they say), however, it depends on many things how fast they process your request.
The assessment of my credentials took 35 days, so don't take the 20 days literally, it is only a guideline. Be patient and keep an eye on your online WES profile.

Since 13th of June it is evaluation in progress..
