WES Clarification

Hi,
I have a little confusion with WES assesment . This is for UK education

I thought they required color photocopies of degrees from me and a color transcript , other than that the institute from where I did all this should send them an orignal transcript too .

Now i looked again at the website and it seems like I should submit the colour photocopies of degrees and institute will submit the transcript which means that I shouldn't send them transcript myself .

I tried calling WES and was put on hold for 25 minutes , after that i hung up . Please advise which one of the above is correct .

The certificate photocopies don't need to be in colour and you need to send them. The institute must send WES the transcript directly and you don't need to send a copy yourself.

I got degree from india Gujarat university Ahmedabad and left india 12years ago, I'm on H1b since 7years.

I don't have anyone in india but I gave all degrees , transcript and ssc HSc original. For me it will difficult to get university sealed.

Can I submit copies all for WES...

Also don't understand why WES evaluation required , is it must for FSWP 2014? What's validity...
I still not applied gathering all documents and IELTS exam either...
