do i have to send the degree only ? or the matric and FSC cerficiates also?

I have an ECA from wes that states Canadian equivalency is three year of post secondary at non recognized institution.i studied higher diploma in culinarily management.what does this mean? I am applying permanent residence through Atlantic immigration pilot program.can I use this ECA ??
