We need help trying to figure out which is better for us - Inland or Outland????

My husband has dual citizenship with Austria and France, and I am Canadian (obviously). We are really struggling, hopefully someone can help or offer advice. If we apply outland, it will go through the Vienna office because that is where he lives.

We want to choose the option that will allow my husband to live and work here in Canada ASAP. The permanent residency is not so important to us - we just want to live together and have a proper life together! If we apply outland, we will be sending our application in before the end of the month. If we apply inland, it will have to wait until he gets here in May.

We had planned on applying outland because having him live here unemployed for ~2 years was not really a feasible option. I would have to drop out of university to work full time to support us. The Vienna office timeline says it's sitting at about 17 months for permanent residency. We realize we will probably be processed much faster than that, because we have a straightforward case and he is coming from a visa-exempt country that has equal or better opportunities than Canada. I think the Vienna office has a long wait because it handles all of the applications from Bosnia, Croatia, etc, rather than just Austrian ones. Really though, no one knows how long it will take and it seems to vary a lot.

With the new pilot program for inland applications, we are really starting to wonder if it would be a better/faster option for us. Our main concern is getting him here so we can live together, not the permanent residency. As I'm sure you all know, it is devastating to have to live apart from your spouse for months at a time.

So we're stuck. Do we take the risk on the outland application and hope it is processed quickly, or go for the inland application with open work permit but longer processing time for final approval? What would you do in our situation??

Under the current circumstances the best option for you two is inland,
he will be able to work under the new pilot program,
Marriages are meant to be together.
And waiting for long months should be avoided a much as possible.
Many relations fall apart while waiting separated.
Waiting for May is not really too long,
You need to consider also that outland processing times keep incresing

Honestly, while it is tempting for you to apply inland, there is no guarantee that the OWP will be processed quicker then it would be for your to get your PR. It is entirely possible that the PR could be granted before they even open your file.

Taking a look at the "November 2014" spreadsheet, AOR was received for a number of cases and one person received AOR, 8 days later SA, then 1 day after PP request. Which generally means they are looking to approve (from what I understand). Total time: 88 days.

I would most definitely recommend Outland, it is a gamble but if it pays off it sets you up in a much better position.
