We can travel while an application being considered?

Hey all
Can we travel out of Our country while an application being considered for study permit?.
We even come back whenever a visa offer need.

travel to country except the one you applied study visa for ? if yes, then why not also if you have valid visa like visitor for the country you applied study visa then why can not you travel ?
