Hope for the best! In the coming week, there will be a full shower of AIPs as most courses will start within next week.

For some one I know, July 19th application --- status changed to "We are reviewing whether you meet the eligibility requirements." today, like in the last couple hours. It was not there around noon.

I did not get notified for that change, I just found out by accident.

No. By logging in to GC Account only. They do not send notification when they start eligibility check. Next step is usually PPR (or AIP -> PPR) or Refusal.

thank you for your replies. I actually saw some people saying they received a notification on their emails about eligibility review starting, that's why I asked. Some brazilians got their AIPs on first week of August or even medical requests last week. I sent an email to Sao Paolo's office regarding applications with no updates at all but they gave me a generic reply. Let's keep waiting then.
