1. Date of visa issue = date when the PPR was received and when I saw the 'DM' status in eCAS, i.e. it was issued on the same day when the decision was made and when the request for passports was sent
2. I submitted our passports and collected them via VFS office in St.Petersburg, they transmitted the passpots to the Canadian Embassy in Moscow (Moscow Visa Office) where the visas were physically stamped but the visas themselves read 'Issued at: WARSAW'

Well, yes, not all Russians have their records in the global spreadsheet but I can tell you: Warsaw is not sleeping and there's a positive tendency, it seems to work even faster now.
Actually, I got an impression that they felt into sleep before Easter and haven't woken since. There are no developments in the global SS since. And myself I got a DM on 30th March, but there's no further news yet.
