Those who getting PPR, Was you supposed to get them from Moscow? Or referred to Moscow VAC? So instead of Moscow can we expect from Warsaw office? Or these people were originally expecting their PPR from Warsaw?

Both live in Riga and the VAC and the VO in Warsaw are the closest for them. So I believe the embassy in Moscow has nothing to do with these applicants and their cases.
Please include prepaid courier waybill or we will send your COPR to your mailing address by registered mail. The Embassy will not be responsible for missing correspondence. (your answer in letter PPR)
