No, it’s not the only way. Actually you can use the online version to only show it your employer as a confirmation that you didn’t commit any crime. For immigration purposes people have to ask for the paper version of “spravka” through ГосУслуги or МФЦ. I know it because I ordered the online version and failed because a translation agency refused translate it without notarization but their notaries refused too because it’s impossible for them to notarize a document which has to be used only online.

That’s really strange because I talked to a lot of people from different government departments and translation agencies to find a way to use what I got but all of them kept saying that the online version is only for computer using. All of them told me to request the paper version so I wasted at least two weeks of our precious time. October 2019.

Thanks, Danik, you are very perceptive. I did read about the "spravka" and I asked my niece to request it, for when we are asked for it. I sent both applications together, and we had no "spravkas" on any of the checklists for any of the paperwork. Like I said, my niece sent a web form a month ago or so, sort of " how much longer, please?", and the response was that everything is good with the application, just wait.
So, yeah, she has the "spravka", electronically sent, but in the link it says that "originals only", and another small detail, I never knew we were going to be at the Warsaw VAC until I was approved as a sponsor and THEN the file was transferred to Warsaw. The link talks about "the Embassy" (?) The police certificate is also mentioned in the VAC specific Application forms, under Warsaw....
Geez, now I am more confused than ever.... Ironic, ain't it?

I do not know if there was something about your application that is different, for spouses the IMM5533 for Russians has section 4, police certificates and clearances, as required as part of application. The following page with info for Russia shows how to get it:

I can only do the "shrugs" emoticon here ('this is Russia, what do you want, consistency?'). For whatever reason we had no problem. This was august or september perhaps, 2019.

October 2019? Damn.... I was approved as a sponsor in December 2019, I submitted both applications at the same time to the Sydney IRCC office, and they didn't send it back.
I remember being very diligent (I am a retired Forensic Nurse) with the checklists and following every instruction to the point, and I definitely don't remember the "spravka" being on any of the required paperwork checklists.....
Could it be that they simply dropped all this "spravka" business off their requirements?

Yeah, I clearly see Section 4 in 5533 where it's requested.
I totally remember that it was not in any of the requirements, and your application went to Mississauga, and mine to Sydney, NS
I start believing that i's just not a requirement for our program.

No, my niece is not underage, she is in her early twenties
To come to think about it, we were never asked to provide any supporting documentation, the only proof IRCC asked for were proof of my citizenship (my passport) and proof of my Canadian income through CRA, our taxation agency After accepting me as her sponsor, I was asked to fill out a form stating my relationship to the applicant (my niece), but I wasn’t ask for any proof of this relationship
As her part of application, she only had to fill out three IRCC forms, none of the three requested any supporting documentation

I do not know details of your application or the specifics of which program you sponsored your niece under but I presume you kept copies. Did you have a checklist? It would have documented what was needed. Seems odd to me it did not require the spravka for a Russian app, but perhaps it comes later. (I have seen that for some countries they ask for it later in process so perhaps a specific feature of the program under which you applied)

I applied through Sydney also by the way.

We are going through Family Sponsorship Other relative, no problems and no barriers so far, I should not complain.
I did keep the copies, The Sponsor portion of the Application did have a checklist, and like I said, aside for proof of my Canadian citizenship and the C-print, a very detailed version of my most recent tax return from the CRA as proof of my income, there were no other supporting documentation required
I actually sent my Letter of Employment to them, as well, 'just in case" (na sluchay), even though I didn't have to with the C-print from the CRA
I totally helped my niece with her portion of the application, I looked at all the copies and nowhere it's asking the applicant to provide any supporting paperwork. She only had to fill out two forms, the 0008 and the Schedule A, oh, and co-sign the 1344, of course.
I got approved as her Sponsor within a month, and the day I received the "you met the federal requirements" email from IRCC, my niece got an email with directions for her Medical exam, which she completed very quick, once again, no problems there. I was sent an email requesting the Proof of Relationship Form, which I promptly filled out and sent to Sydney.
My niece has already done her Biometrics, as well, all that in December 2019. Really fast, I know, and I am not complaining, either.
We were not asked to provide any supporting paperwork aside for this.
I'll just leave it alone for now, I am just happy that my niece received that acknowledgement email on June 10th, something started moving somewhere, a great sign. When/if IRCC asks for anything, it should not be a problem,

I don't have access to the sight, my role limited to my portion of the sponsorship getting approved, after that it's not my application anymore, Canada is really big on privacy laws.
But on " the tool" there is a note that "they started processing her application" on Feb 13th, 2019, we were very happy with that quick of a turnaround, but then the Covid situation happened. We both sent a web form to IRCC, asking about the situation, my answer was that I am sill approved as a sponsor and that's all they could tell me. To my niece they wrote that her application is complete and at this time they don't require anything else from her.
And then this recent email on June 10th....
My niece is divorced, too, I was thinking it would have been not such a bad idea for the Canadian Government to ask her for at least copies of her divorce papers, just to make sure.... : )

Thank you for your reply! You just gave me hope that our app is maybe complete too. Or at least on the way to be finalized...They started processing it on Feb 20 and I received AOR2 on June 1.

They will send you PR when they reopen VACs in your/your partner’s country of residence.
