I know...but what’s bothering me is that all VO’s that already reopened, has the same announcement. So I don’t get it, what does it mean, maybe I misunderstood something

I think it depends on the country’s measures. For example, Russian VACs weren’t ready to reopen on June 9th, since we’re still pretty much on lockdown. Don’t ask me why...but I checked the sites of VACs that reopened not long ago and some of them opened earlier than they were supposed to. For example, VACs in UAE or in Vienna reopened before June 9th. So I believe if it is possible the VAC in Moscow will reopen before June 30th

We applied in Nov2019, I was approved as a sponsor in a month in Dec 2019, my niece passed her medical in Dec 2019 and IRCC has already received the results, no problem there, my niece is a healthy young lady.
On June10th. 2020 she received her 2-nd letter stating her file is being processed, Her first letter was on Feb13, 2020
I am unable to find any information on Admisability/Criminal record check
I was wondering if anyone has any information on what the process of the check looks like, who is checking what and how long all this usually takes

I understand there are conceptual differences between Criminal Background Check, Security assessment and admissibility
I guess it’s important to mention that my niece is Russian and Warsaw VAC is the center handling her file.
Many “expert opinions” very casually mention “Police Certificates” and “spravkas” from Interior Affairs Ministry...
My questions are a lot more practical, such as:
1. What paperwork does my niece have to provide for The Criminal Background check and Security Assessment?
2. What can I, as her sponsor, can do today to help the process?
3. How long does the process usually take for a young female applicant from Russia going through the Warsaw visa office?
4. Are Criminal Background Check and Security Assessment done by Canadian Agencies on their own without applicant involvement?

She should have submitted with her application along with certified translation. If they have accepted it without this, they will ask for it at some point. If you or she has not received the AOR, they may send it back as incomplete.
Just to be clear, the spravka is the police certificate referred to (or some may refer to as criminal record or other similar names). It's a document from the interior ministry (which runs the police) about criminal record or lack thereof.
I'm guessing she did submit it with her application and the different names may have confused.
Sometimes IRCC may ask for another more recent one.

First, at no point of the application process this document never came up and nobody ever asked for it
The application was accepted as complete, I was accepted as a sponsor, my niece already passed the medical and done her Biometrics, and she even had a web form answered stating that her application is complete....
Plus, 2, not 1, AOR letters, the last one was on June10th......
I was wondering if any of Russian sponsors/applicants had to deal with that “spravka” business....
I have a feeling something changed since 2015
BTW, my niece did get the “spravka”, the only way to get it nowadays is online as a PDF attachment, 28 day wait.....
I am confused by what you've written above, she got the spravka, but no one has asked for it, etc. As far as I'm aware it has been a requirement for Russian applicants (indeed for many countries, perhaps all, I don't know) for ages. Are you sure you/she did not include it in the original application package? If so, there should be no issue.
Even if they ask for a new or updated one, it is actually reasonably fast - the 28 days is the promised delivery time, they seem to often do it much faster (I think my spouse got it in less than a week), plus a day for certified translation. May be faster or slower depending on where of course.
No, it’s not the only way. Actually you can use the online version to only show it your employer as a confirmation that you didn’t commit any crime. For immigration purposes people have to ask for the paper version of “spravka” through ГосУслуги or МФЦ. I know it because I ordered the online version and failed because a translation agency refused translate it without notarization but their notaries refused too because it’s impossible for them to notarize a document which has to be used only online.
I can't speak for what experiences you had but we simply printed out the online pdf and got it translated and notarised. I believe the agency did ask and we showed them this spravka is now only issued in electronic form; it's possible this was new and it took notaries / translators a while to catch up.
That’s really strange because I talked to a lot of people from different government departments and translation agencies to find a way to use what I got but all of them kept saying that the online version is only for computer using. All of them told me to request the paper version so I wasted at least two weeks of our precious time. October 2019.

I sent both applications together, and we had no "spravkas" on any of the checklists for any of the paperwork. Like I said, my niece sent a web form a month ago or so, sort of " how much longer, please?", and the response was that everything is good with the application, just wait.
So, yeah, she has the "spravka", electronically sent, but in the link it says that "originals only", and another small detail, I never knew we were going to be at the Warsaw VAC until I was approved as a sponsor and THEN the file was transferred to Warsaw. The link talks about "the Embassy" (?) The police certificate is also mentioned in the VAC specific Application forms, under Warsaw....
