We are sponsoring my husband's mother from Latvia. Visa is ready and sitting in Warsaw, Poland. She is an elderly lady and not able to travel to Warsaw to pick it up. She has only options (suggested by Warsaw office) to use courier service by UPS, TNT or by DHL (not FedEX). Does anyone had this experience? We can't do it on-line. DHL requested cash only payment to be payed in Warsaw(ha-ha-ha).Please help.

If she is not able to travel to Warsaw how is she able to travel to Canada? Why not just arrange her tickets to Canada through Poland and pick up the visa on the way here? Worst case find someone in Poland willing to do this for compensation to either pick up the visa with authorization or to pick up the elderly person and take her places while she's doing this.
You're not really being clear. If those are the options, why can't she use one of them? None of those deliver to Latvia? UPS seems to have offices there according to the website.
