You have to look for "CHECKED BAGGAGE RULES to /from : USA/Canada sector - PIECE CONCEPT."

Some major Air lines operatingfrom Asia and Middle east to USA and Canada via Europe are not yet amended their baggage rules related to "Piece concept". Thus an economy passenger can take Two(2) x 23 Kg as per the piece concept.
No additional charges. For more details please visit the Checked baggage rules of airlines.

Till 2005 I travelled with 32 Kg x 2 pc = 64 kg (per passenger allowance) to Canada. Later, my wife and me had a trip again by Lufthansa in April 2006 to Toronto without knowing the fact that there is a change of baggage rules. We had 4 suitcases of 128 kg and was asked to pay excess baggage at the airport. Rest you just imagine!!!...

I hope the baggage rules may still remain unchanged (not for ever...) for CANADA/USA sector, but they are striving hard in any method to make up their expences. You can see the reduction of quality in the inflight services. The standard of food, beverages/drinks served in the flight has dropped.

yes, Lufthansa is very strict on the baggage - this year they still allowed two bags of 20 kilo each. and they charge really high on excess.
 
What about within Canada flights? I just checked the wesjet website and it seems to be only for flights to the us...
