Hello, I have my COPR and passport in hand, and we are ready to land at Niagara!

The only issue is, my husband is taking me, and he doesn't have a valid passport.

How can I leave Canada, go into the US, and come back into Canada if he's the one driving and doesn't have a valid passport?

Nervous!

Someone on this forum recently had some challenges flagpoling - and they were in the same situation as you are. It wasn't Canada that was the problem. It was US immigration that gave the Canadian without a passport a hard time. I think this person posted their expriences in the "General" section of the forum rather than here. They were worried that the issues they encountered might mean it will take more time for their partner to enter the US as a visitor in the future because they have been flagged in the US systems.

Nervous!

Can he get an enhanced license in time (takes about a month or so to get)? If not I suggest just not bringing through the actual border. He can park, and you can walk through and flagpole that way.

He parks on the Canadian side and does not cross the Canadian border. Only you leave Canada, get an administrative refusal at the USA side and return to "land" at the Canadian border.
 
Isn't it a bad thing to get refused entry into a country? I have a US passport so I'm not sure how I would go about that...

Administrative refusal for the purpose of flagpole is not a problem.

Nothing to be worried about, flagpoleing is fairly common and border officials on both sides are familiar with it.
