Want to study in Canada but refused twice

Hello,

I have applied twice for a study visa for Canada for flight school, professional pilot program which is a 12 month course. I am from South Africa in the US for the last 3.5 years.
I have $105 000.00 CAD available and submitted proof of bank statements.

The response was they are not satisfied that I will leave Canada at the end of my studies due to:

• My current immigration status - I am currently in the US on an religious workers visa valid until September 2019 and I have a multi entry US B1/B2 visa valid to 2025.
• length of proposed stay in Canada - the school acceptance letter states 12 months.
• purpose of visit ?
• current employment situation - I have a letter from the organization I am currently with, my visa sponsor.
• personal assets and financial status - I am well within the guidelines and will have $74 000 left after my tuition is paid.

My sister and her husband are US citizens and my and my spouses parents and the rest of our family are living in South Africa.
Is there anything I can do to argue the fact that I should be given the benefit of the doubt based on my current immigration status to save me having to return back to South Africa just to apply for the study visa?
I have travelled to 16 countries and never been denied a visa until now twice.
Please help!!!

Purpose of visit means IRCC believes you have plans on remaining long term. I think a big issue with your application is the studies you plan to take in Canada vs. what you do now (i.e. religious visa in the US). These are in no way connected. Do you have previous flight training or flight work experience? Refusals for study permits are high in cases where what you are planning on studying in Canada doesn't make sense based on your past education and/or work experience.

Did you get your caips notes? If not do so first https://www.caipsgcms.com . Just applying from SA would probably not help you, you need to go to SA and build strong ties to SA through jobs, family etc. You also need to explain how this program fits in with your past/present/future career growth in your study plan, also costs seem low for 12 month flight training. But get the notes first for better clarity.

No, I have no previous flight training but it has been a dream of mine since childhood. As it takes a sizable investment, I am only now able to do it. The fact that I have the money to do it and really want to do it should surely count something?

I have applied for my notes two days ago, so will reapply after I see them. I did prove my family ties in the US and South Africa and they did not mention that as a reason in the 2nd application.
